When the MPs’ expenses scandal led to wider debate about disclosure of expenses in public bodies it was inevitable that the matter would be raised for charities. The initiative taken by NCVO and CFDG to set up the independent expert group gave the opportunity to take a broad view of the expenses issue, looking at all aspects of the present position and a wide range of views on whether change is needed.

The Report by the Independent Expert Group on Expenses highlights the importance of good internal control procedures on the payment of expenses to trustees, staff and volunteers. The report also provides a timely reminder on the importance of meeting the SORP’s disclosure requirement for trustees’ expenses in the statutory accounts.
